JOPPA, MD – A disabled vehicle is causing traffic delays in Joppa on Wednesday afternoon. At around 3 p.m., the Maryland Department of Transportation reported that a disabled vehicle was blocking a portion of southbound I-95 at the Mountain Road exit.
