BALTIMORE, MD—A Baltimore County man has pleaded guilty to bribing a state employee to secure contracts for his company, Maryland Attorney General Anthony G. Brown announced on Monday.
Mark Anthony Sykes, 51, of Randallstown, admitted to paying approximately $20,000 in bribes to the former Director of General Services for the Maryland Department of Labor. In exchange, the official helped steer state contracts towards Sykes’ company, Building Enterprises LLC.
Building Enterprises LLC received over $174,000 from the state for COVID-related cleaning services between July 2020 and March 2021. However, an investigation revealed that the company secured these contracts through a fraudulent procurement scheme orchestrated by Sykes.
Sykes pleaded guilty to one count of bribery of a public employee before Judge Robert E. Cahill of the Circuit Court for Baltimore County. Sentencing is set for April 29, 2025.
The matter is under investigation. Attorney General Brown expressed gratitude to his Criminal Division, including Division Chief Katie Dorian, Fraud and Corruption Unit Chief Alex Huggins, Chief Investigative Auditor Harry Schulz, and Assistant Attorneys General William Elman and Alyn Pearson, who prosecuted the case. He also acknowledged the assistance of Baltimore County State’s Attorney Scott Shellenberger.
