Baltimore County woman convicted in $20 million life insurance fraud scheme

BALTIMORE, MD—A Baltimore County woman has been convicted on fraud and money laundering charges after a federal jury found her guilty of misrepresenting the health and life insurance coverage of more than 40 people to obtain life insurance policies worth more than $20 million.

Maureen Wilson, 77, of Owings Mills, was found guilty of conspiracy to commit mail and wire fraud, four counts of mail fraud, two counts of wire fraud, one count of conspiracy to commit money laundering, one count of money laundering and two counts of filing a false tax return.

According to the Department of Justice, Wilson and her husband, James Wilson, conspired to defraud insurance companies by taking out multiple life insurance policies on individuals and then misrepresenting their health, wealth, and existing life insurance coverage.

The couple used forged signatures to make themselves and other nominees the owners and beneficiaries of the policies, and Maureen Wilson impersonated other people when speaking with life insurance companies, prosecutors said.

They would then transfer the money they made from the fraud through multiple bank accounts, including accounts in the name of trusts.

Maureen Wilson submitted false individual income tax returns for 2018 and 2019, omitting the approximately $5.7 million and $2 million she made from fraud.

Wilson was cleared of a mail fraud charge. She is scheduled to be sentenced on June 20 and faces a maximum of 20 years in prison for each count of conspiracy, wire fraud, mail fraud and money laundering; and a maximum of three years in prison for each count of filing a false tax return. A federal district court judge will impose a sentence after considering the U.S. Sentencing Guidelines and statutory factors.
