JOPPA, MD—A suspect has been arrested in connection with two robberies that occurred at a Joppa dispensary.

On Wednesday, March 5, 2025, Donald Raymond Tilghman, 38, of District Heights, was arrested and charged for his involvement in both Rise Dispensary robberies.

The robberies took place on March 16, 2021, and November 13, 2023 at the Rise Dispensary in Joppa.

Tilghman is currently being held without bail at the Harford County Detention Center (HCDC). He was arrested, without incident, on March 5, 2025, in Washington DC, and transported to the HCDC.
