The development, a partnership between Osprey Property Company, Pax Development, and the Community Assistance Network, will receive $8 million in American Rescue Plan Act (ARPA) funding from the county’s Housing Opportunities Fund. The project also received state assistance in the form of a Low-Income Housing Tax Credit and funding from its Strategic Demolition Fund.

Loch Raven Overlook will consist of two buildings, one with 72 units and one with 50 units. A mix of one-, two-, and three-bedroom units will be available, with a range of affordability restrictions.

The project is expected to bolster the Loch Raven Commercial Revitalization District, where it will join a number of major employers, including Towson University, Goucher College, Chesapeake Employers’ Insurance Company, and Stanley Black and Decker. This new housing option in the Loch Raven Commercial Revitalization District will transform an underused parcel at the entrance.
Construction is expected to begin by early 2026.
