Former Maryland state employee pleads guilty to insurance fraud

BALTIMORE, MD—Racquel Britt Davis, a 51-year-old former state employee from Baltimore, pleaded guilty to felony theft charges in a Baltimore County court on Thursday. The charges stem from a scheme involving fraudulent insurance claims that netted her approximately $63,898.33 from American Family Life Assurance Company of Columbus (AFLAC).

According to Maryland Attorney General Anthony G. Brown, Davis submitted 18 fraudulent claims between October 2017 and September 2020. These claims, made under her AFLAC short-term disability policy, falsely alleged that she was unable to work for the Maryland Department of Public Safety and Correctional Services due to a medical disability. To support her claims, Davis forged or altered documents from various physicians.

A joint investigation by the Maryland Office of the Attorney General and the Maryland Insurance Administration uncovered the fraudulent nature of the claims. Investigators found that Davis had not sought medical treatment for the claimed conditions and was not medically excused from work during the periods she claimed to be disabled.

Davis will face sentencing on February 6, 2025, and will be required to make restitution to AFLAC.
