BALTIMORE, MD—A 47-year-old Baltimore County woman has been sentenced to more than five years in federal prison for fraudulently obtaining millions of dollars in COVID-19 relief funds that she used to bankroll a lavish lifestyle that included a Mercedes-Benz and expensive jewelry.
Tomeka Glenn, of Windsor Mill, was sentenced Friday to 65 months in prison and three years of supervised release, according to the U.S. Attorney’s Office for the District of Maryland.
Federal prosecutors said that beginning in June 2020 and continuing through March 2021, Glenn and several co-conspirators prepared and submitted numerous false and fraudulent applications for COVID-19 Economic Injury Disaster Loan and Paycheck Protection Program loans for various businesses.
The applications included false information about the number of employees, monthly payroll costs, and revenue, according to prosecutors.
Glenn also submitted false tax forms and bank statements, authorities said.
In exchange for her assistance, Glenn received kickback payments from the loan borrowers that amounted to 10% to 20% of the loan amount, totaling more than $400,000.
Prosecutors said that the kickback scheme resulted in the disbursement of at least $2,715,649 in fraudulently obtained PPP and EIDL funds in connection with 23 fraudulent loans.
Glenn and Kevin Davis received $300,726.50 in PPP/EIDL funds for various entities under their control, per their plea agreement. Glenn attempted to obtain an additional $601,511.20 in fraudulent PPP and EIDL funds.
With the money she fraudulently obtained, Glenn paid for a luxury vacation at a resort in Jamaica, purchased a 2021 Mercedes-Benz S580 sedan valued at $148,171.60, and bought thousands of dollars in luxury jewelry, including a 31-carat diamond necklace, a Rolex, Cartier and Breitling watches, and a diamond Miami Cuban Link Chain with 31.5 carats of VS1 diamonds.
At the time of her scheme, neither Glenn nor Davis had any legitimate source of income, federal authorities said.
In May 2020, they both applied for unemployment insurance benefits in Maryland.
Davis, 43, pleaded guilty on Jan. 25 to being a felon in possession of a firearm and ammunition. On May 22, 2024, Kevin Davis was sentenced to 24 months’ imprisonment.
During a search of the home that Glenn and Davis shared, law enforcement officers found four loaded firearms hidden in the air ducts, two of which were stuffed in socks, according to the U.S. Attorney’s office.
Prosecutors said that Davis hid the guns in the air ducts in an attempt to conceal them from law enforcement after learning that federal agents had a warrant to search his home.
Authorities found his DNA on each of the four firearms seized from the couple’s home on January 6, 2023.
A later review of Davis’ iCloud account revealed videos of Davis handling a shotgun and an assault rifle.
Prosecutors stated that Davis knew his prior felony conviction barred him from possessing firearms or ammunition.
As part of her plea agreement, Glenn was ordered to forfeit the Mercedes-Benz, jewelry, and cash in bank accounts she controlled that were held in the names of business entities.
