BEL AIR, MD—This week, Harford County Sheriff’s Office deputies will be posting signs at each Ma & Pa Trail head as well as at each HCSO facility announcing the arrest in the Rachel Morin homicide investigation.

On August 5, 2023, Morin was brutally murdered while walking on the Ma & Pa trail in Bel Air.

Over the weekend, the sheriff’s office announced that 23-year-old Victor Antonio Martinez-Hernandez, a citizen of El Salvador, was arrested in Oklahoman.  Martinez came to the U.S. illegally in February 2023 and was on an ICE hold.

“The Sheriff and the men and women of the HCSO would also like to thank the community for its unwavering support over these past 10 months,” said in a statement. “It is thanks to everyone involved in this case, from our allied agencies to the people who sent in tips, that we were able to find our suspect and bring a sense of peace to our community.”
