Delegates Szeliga, Nawrocki call on County Executive to issue new executive order on ICE detainers and violent offenders

NOTTINGHAM, MD—To encourage Baltimore County to prioritize public safety, Delegates Ryan Nawrocki and Kathy Szeliga have called upon County Executive Johnny Olszewski to rescind executive orders from former County Executive Kevin Kamenetz and former County Executive Don Mohler.

These 2017 and 2018 executive orders expressly forbid the Baltimore County Police Department and the Baltimore County Department of Corrections from cooperating with the U.S. Immigration and Customs Enforcement (ICE). In addition, the delegates have requested the County Executive issue a new executive order instructing Baltimore County law enforcement and the Baltimore County Department of Corrections to fully cooperate with and assist ICE and their Enforcement and Removal Operations with regard to violent offenders, rapists, and pedophiles.

“County Executive Olszewski should reverse the 2017 and 2018 executive orders to fully cooperate with ICE in the removal of rapists, pedophiles, and violent offenders from our streets,” said Delegate Ryan Nawrocki. “We must prioritize the safety of our communities, including some of its most vulnerable, our children.”



There is justified fear surrounding the release of pedophile Raul Calderon-Interiano, by Baltimore County and the reported 70% of ICE detainers with which Baltimore County has not complied. As Baltimore’s ICE Field Director, Matt Elliston, said, “Raul Calderon-Interiano was convicted of sex crimes against a local child and posed a significant threat to other Maryland children. We will not tolerate the residents of our communities to be victimized by unlawfully present sex offenders.”

The delegates agree with Director Elliston’s statement, as Baltimore County should not be the place where violent offenders, rapists, and pedophiles find a haven. As parents, it is deeply disturbing that Judge Alexander’s directive to check for detainers was simply ignored, and a dangerous pedophile like Mr. Calderon-Interiano was merely released.

A cooperative agreement with Montgomery County and ICE that began in March of 2024 has resulted in the removal of numerous dangerous illegal immigrants from Maryland communities, including pedophiles, MS-13 gang members, and other violent criminals. Detainers conserve scarce government resources by allowing ERO to take criminal noncitizens into custody directly instead of having to recapture these individuals after they have been released and then often reoffend.

“ICE Detainers are only for the most violent and deranged offenders in the judicial system,” said Delegate Kathy Szeliga. “Why would we want to allow these criminals to reoffend in our communities or force ICE to spend time and money recapturing them?”
