Baltimore County Council Structure Workgroup to seek public input at virtual public hearing

TOWSON, MD—The Baltimore County Council Structure Workgroup has announced that a virtual public hearing will be held later this month to gather public input on the size and structure of the Baltimore County Council.

The meeting will take place at 6 p.m. on January 22, 2024.  The virtual public hearing can be joined online here.  Residents may submit written testimony to [email protected].

Established by Resolution 32-23, the Council Structure Workgroup is an 11-member advisory body tasked with conducting research and issuing recommendations on the size and structure of the Baltimore County Council.

This is the first public hearing held by the Workgroup, with additional meetings to be scheduled at later dates. The Workgroup has held three public meetings since its initial meeting on November 30, 2023 and anticipates holding two meetings each month.



The workgroup consists of 11 voting members and 2 ex-officio (non-voting) staff members as follows:

  • Nicole Smoot – 1st Council District Representative
  • Sheila Lewis – 2nd Council District Representative
  • Eric Rockel – 3rd Council District Representative
  • Vicki Almond – 4th Council District Representative
  • John Cluster – 5th Council District Representative
  • Al Harris – 6th Council District Representative
  • Ed Kramer- 7th Council District Representative
  • Keith Dorsey – County Executive Representative
  • Emily Brophy – Planning Board Representative
  • Tony Campbell – Political Science or Government Expert from an Area College or University
  • Jeff Mayhew – Demographics Expert
  • Adam Phillips – Ex-Officio (non-voting) Member – County Council Designee
  • Brad Kroner – Ex-Officio (non-voting) Member – County Executive Designee

The Workgroup will issue a report on its findings and recommendations to the County Council by March 31, 2024. Additional information is available on the workgroup’s webpage here.
