24-year-old pedestrian killed by impaired driver in Towson

TOWSON, MD—A female pedestrian was struck and killed in Towson on Saturday afternoon.

At just after 4:15 p.m. on October 7, officers with the Baltimore County Police Department responded to the 800-block of Providence Road (21286) for a reported motor vehicle collision that involved a pedestrian.



When officers arrived, they discovered 24-year-old Eliza Grover had been struck by a Ford F250 traveling northbound on Providence Road. Grover, who was on the sidewalk at the time of the collision, was pronounced dead at the scene.

The driver of the Ford F250, who remained on scene, has been identified as 57-year-old Richard W. Mays.  Mays been arrested and charged with attempting to drive a vehicle not equipped with an ignition interlock, attempting to drive a vehicle while impaired by alcohol, and driving under the influence of alcohol. He is currently being held at the Baltimore County Detention Center without bond.

Detectives continue to investigate the circumstances surrounding the crash.
