JOPPA, MD—The Maryland State Highway Administration will remove and replace concrete pavement on the right through lane of westbound US 40/Pulaski Highway approaching the Joppa Farm Road intersection in Joppa beginning 3 a.m. on Saturday, July 8, 2023.
The work is expected to be complete on or before Saturday evening, July 15, weather permitting. Once completed, crews will conduct a similar one-week project to replace the pavement on the left through lane.
Multiple lane closures will be required during the work, and heavy traffic congestion in the area is expected to occur. Motorists should expect 24/7 lane closures and work zone traffic shifts on westbound US 40 while the project is underway. The State Highway Administration understands the lane closures will inconvenience some travelers and asks all drivers to please stay alert and be patient as you pass through the work zone.
Drivers on westbound US 40 are encouraged to use MD 7 (Philadelphia Road) or I-95 between MD 152 (Mountain Road) and MD 43 (White Marsh Boulevard) as an alternative route during the work. Crews will work on the following schedule, weather and other construction factors permitting:
3 a.m. Saturday, July 8 to Saturday, July 15 (time to be determined):
The left through lane, right through lane and right turn lane on westbound US 40 approaching Joppa Farm Road to be closed 24 hours a day through the weekend and the following week. All traffic on westbound US 40 will use the left turn lane only for all movements.
- Crews will remove damaged concrete and pour, set and cure new concrete in the right through lane.
- While the concrete work, curing and testing is underway, all vehicles on westbound US 40 will merge to the left. Motorists will be able to use the left through lane to turn left onto Joppa Farm Road, continue on westbound US 40 or turn right on Joppa Farm Road.
- Eastbound lanes of US 40 at Joppa Farm Road will remain open during the work on the westbound lanes; however, the State Highway Administration will adjust traffic signal timing at the intersection to allow additional green time for westbound through motorists during the construction work.
During the work, Maryland Transit Administration Commuter Bus stops at US 40/Joppa Farm Road and US 40/Ebenezer Road will be temporarily discontinued due to the construction work. Commuter Bus riders should use the bus stop at US 40/Woodbridge Center Way.
Once the concrete work is completed, concrete tests are completed and the right travel lane of westbound US 40 is deemed safe for travel, all lanes will re-open to traffic.
The State Highway Administration and the contractor will begin concrete removal and replacement work on the left through lane of westbound US 40 beginning 3 a.m. the next possible Saturday (July 22 or July 29). The concrete work on the left through lane will follow a similar sequence of work, with temporary 24/7 lane closures on the left turn lane, the left through lane and right through lane with all traffic shifted to the right turn lane of westbound US 40 for one week.
The concrete pavement work on both through lanes of westbound US 40 is part of the State Highway Administration’s major project to rehabilitate four bridges carrying US 40 over the Little Gunpowder Falls and the Gunpowder Falls.
