Middle River man charged with attempted murder following shooting at Eastern Shore restaurant

SALISBURY, MD—Salisbury police have charged a Middle River man with attempted murder following an altercation that took place earlier this month on the Eastern Shore.

At just after 3 a.m. on Sunday, September 4, 2022, officers from the Salisbury Police Department responded to the Cook Out restaurant, located at 1115 S. Salisbury Boulevard, for reports of shots fired in the parking lot. Officers were also dispatched to Tidal Health Peninsula Regional for a victim who had allegedly been shot.

Investigators determined that two-vehicle crash had occurred in the Cook Out parking lot. An argument then ensued and the confrontation allegedly became physical when 27-year-old Ryshawn McCloud, of Middle River, punched a 20-year-old male. Shortly thereafter, another male who had been in the vehicle with McCloud displayed a handgun and fired several shots in the direction of the victim. The two then fled the scene in McCloud’s vehicle. The victim was taken to Tidal Health Peninsula Regional, where he was treated for multiple gunshot wounds to his torso. The victim’s injuries were considered life-threatening, but his condition is now stable.

On the morning of September 4, McCloud went to the Salisbury Police Department and he was placed under arrest.

Detectives were then able to identify 28-year-old Dominic Moore as the shooting suspect in this incident and an arrest warrant was issued, as well as a search and seizure warrant for his Silver Spring residence. At around 1 p.m. on Thursday, September 8, officers located Moore near his residence and he was taken into custody.

A semi-automatic handgun was among the items located and recovered from Moore’s residence.  He is prohibited from possessing a regulated firearm.

McCloud and Moore have both been charged as indicated below.

The investigation is ongoing and the Salisbury Police Department is asking anyone with information regarding this incident to contact detectives at 410-548-3165. Information can also be provided anonymously through Crime Solvers at 410-548-1776.
