Overlea man convicted of murder in connection with fatal 2020 stabbing

OVERLEA, MD—An Overlea man has been convicted on murder charges in connection with a fatal stabbing in 2020.

Jimmy Foye, 63, was convicted on Tuesday of the murder of Irma Garrido Ruiz in Baltimore County Circuit Court.

At 12:30 p.m. on January 3, 2020, Ruiz was found dead inside her Reisterstown home. She had been stabbed 44 times. Ruiz’s cellphone was missing as was the recording device for an internal video security system. The Baltimore County Police Department investigated the murder and discovered that Ruiz had just recently ended a relationship with Jimmy Foye.



Neighborhood outdoor surveillance video showed Foye had been to Ruiz’s home twice that morning.

“When the police went to find Jimmy Foye, they found him at work and also found pants he had discarded which had the victims’ blood on them,” said to lead prosecutor, Lisa Dever.

DNA evidence also established that the victim’s blood was on Foye’s watch, which was located in his locker at work.

“Foye tried to make it appear as if he had never been to the house that day and lied about his whereabouts to the police,” Dever added.

Text messages from the victim indicated a concern for her safety from Foye.

State’s Attorney Scott Shellenberger expressed his thanks to his prosecutors and the Baltimore County police “for their excellent work in bringing Jimmy Foye to justice.”  Shellenberger pointed out that Foye had a prior conviction for murder from Baltimore City in 1978.

“Clearly, a prior 50 year sentence was not sufficient in this case to protect the citizens from Jimmy Foye,” Shellenberger added. “We will ask that a sentence be imposed to assure no one will ever be victimized by him again.”

Sentencing is scheduled before Judge Dennis Robinson in September.
