Baltimore County Public Schools, CCBC to expand early college access programs

TOWSON, MD—Baltimore County Public Schools, in partnership with the Community College of Baltimore County, will expand student access to the BCPS/CCBC Tuition Free Program beginning in summer 2022.

Currently, the Tuition Free Program covers tuition costs for up to four credit-bearing courses at CCBC for BCPS students in Grades 10 – 12 with grade point averages of 2.5 or higher.

The Maryland State Department of Education has allocated funding for school systems to increase student access to college and career readiness programs— specifically dual enrollment, career and technical education, and Advanced Placement courses. BCPS will use this additional funding from the state to expand the Tuition Free Program.

The expanded Tuition Free Program will:



  • Cover tuition, fees, and books for all high school students for an unlimited number of CCBC courses during their high school career.
  • Eliminate the GPA requirement. (Students will still have to take CCBC’s placement exams to test into credit-bearing courses.)
  • Allow students to take CCBC courses in any semester (summer and winter sessions included).
  • Include credit and non-credit-bearing courses, including courses that lead to industry credentials and continuing education courses.

Students interested in the Tuition Free Program should:

  • Complete the CCBC admissions application.
  • Download the Early College Access Consent Form and submit it to the Early College Access Programs Office at [email protected].
  • Submit SAT/ACT scores (if applicable) to the Early College Access Programs Office for review.
  • Follow directions from the Early College Access Programs Office regarding the need for any assessment or placement testing.
  • Register for classes.
