Baltimore County Fire Department promotes two to Division Chief

BALTIMORE COUNTY, MD—Baltimore County Fire Department Chief Joanne Rund has announced the promotion of two to the rank of Division Chief, the department’s third-highest rank.

Fire Director Marcus Johnson (pictured above-left), 39, is an 18-year veteran of the department, currently assigned to oversee the Fire Marshal’s Office.



“I’ve always had an interest in the fire service since high school,” he said. “Although no one in my family was in this career field, I still found myself attracted to it. I like the fact the no one day is ever the same, and the challenge of figuring out how we can make the caller’s day a little better before we leave the scene.”

Battalion Chief David Bycoffe (pictured above-right), 46, has been with the Baltimore County Fire Department since 1994. He currently supervises the Office of Homeland Security & Emergency Management.

Bycoffe said he decided to get involved with the volunteer fire service, and later the career service, as a result of an experience when he was 16.

“I was a lifeguard and someone had a seizure in the pool. We got the person out of the pool, but couldn’t do anything about the seizure until the ambulance got there. That’s why I became an EMT.”

Battalion Chief David Bycoffe and Fire Director Marcus Johnson will assume their new ranks and assignments effective March 27, 2021.
