NOTTINGHAM, MD—The Baltimore County Police Department will hold a promotion ceremony for several officers on Thursday, January 7, starting at 10 a.m.
Due to COVID-19, attendance at the promotion ceremony will be limited. These officers will be honored at the next formal promotion ceremony in front of their family, friends and Department members when the need for social distancing is over.
The ceremony will be held in shifts due to the number of members being promoted.
The following is a list of the promoted officers and their assignments.
Beginning at 10 a.m.
Promoted to the rank of Colonel
- Major Andre Davis is promoted to the rank of Colonel and assigned to the Criminal Investigations Bureau
- Major Dennis Delp is promoted to the rank of Colonel and assigned to the Administrative Support Bureau
- Major Jay Landsman, Jr. is promoted to the rank of Colonel and assigned to the Operations Bureau
Promoted to the rank of Major
- Captain Joseph Conger is promoted to the rank of Major and assigned to the Administrative Support Bureau
- Captain Douglas Irwin is promoted to the rank of Major and assigned to the Support Operations Division
- Captain Christopher Kelly is promoted to the rank of Major and assigned to the Operations Bureau
Promoted to the rank of Captain
- Lieutenant Cathleen Batton is promoted to the rank of Captain and assigned to Precinct 9 White Marsh
- Lieutenant Paul Borowski is promoted to the rank of Captain and assigned to the Employment Section
- Lieutenant Brian Edwards is promoted to the rank of Captain and assigned to Precinct 8 Parkville

Police Chief Announces Command Movements
In addition to those being promoted, Chief Melissa R. Hyatt announced the following command movements that will be effective on Thursday, January 7 at 5 p.m.
- Major Daniel Kaliszak will be assigned as the Executive Officer in the Professional Standards Bureau
- Major Gordon Skinner will be assigned as the Executive Officer in the Administrative Support Bureau
- Captain Scott Canter will be assigned as the commander of the Criminal Investigations Bureau – Persons Crimes Section
- Captain Michael Cortes will be assigned as the commander of the Vice/Narcotics Section
- Captain Joseph Donohue will be assigned as the commander of Precinct 7 Cockeysville
